Advocacy Strategy: Advancing the Rights of LBTIQ+ Women and Non-Binary Persons in Serbia – Report

This advocacy strategy by Rainbow Ignite sets out a roadmap for engaging policymakers, institutions and civil society to address gender-based violence against LBTIQ+ women and non-binary persons in Serbia, building on evidence gathered through surveys, focus groups and community initiatives in 2024–2025. It targets government ministries, independent institutions, the judiciary and international bodies (CEDAW, GREVIO, Council of Europe, EU Delegation), and outlines channels including policy briefs, strategic litigation and shadow reporting, public awareness campaigns, and community mobilization. Key goals include embedding LBTIQ+ perspectives in Serbia’s GBV prevention frameworks, transparent and non-pathologizing gender recognition reform, and anti-discrimination protections in education, employment and healthcare, with a phased 2024–2026 timeline and defined monitoring and sustainability mechanisms.
